Why JazzSM upgrade hung with permission error?

Question

When I upgraded JazzSM from 3.1.3.3 to 3.1.3.9, the upgrade hung and I could find the following error in the Installation Manager log file:
[exec] chmod: changing permissions of ‘./profile/installedApps/JazzSMNode01Cell/isc.ear/OMNIbusWebGUI.war/WEB-INF/classes/ncw/nl/raapi.properties’: Operation not permitted
