Error description

• Thresholds for Exception reporting and alerting are currently
  statically defined in a lookup table.
  
  This change will introduce a new type of threshold which is
  unique to the system on which it is reporting. Using machine
  learning to determine the normal behavior of an system on a
  particular hour of a particular day, and only reporting an
  exception if the observed behavior is outside accepted
  tolerance for that system at that hour of the day of week.

  IBM Z Performance and Capacity Analytics currently has static
  thresholds for generating exceptions. These thresholds do not
  reflect the true nature of a production system and may not
  generate useful exceptions.

• IBM Z Performance and Capacity Analytics is modified to add
  a machine learning algorithm which will determine the typical
  system behavior for a day of week and hour of day and adjust
  the exception threshold dynamically. Exceptions can be
  generated when a measured metric exceeds the dynamic threshold.
  
  IBM Z Performance and Capacity Analytics is enhanced to
  provide the following out-of-the-box Cognos reports:
