Summary
Under some conditions, it is possible that a workflow instance managing a certain draft of a governance artifact does not properly complete upon publishing or discarding the draft. Consequently, subsequent changes to the same governance artifact are blocked, and the user sees an error message: "WFM10317E: Artifact with artifact_id '...' is managed by other workflow."
