Reports are greyed out and users are not able to run the reports even though they have report capability

Problem

Users are not able to run the reports even though they have the reporting capability.  They can see the report but reports are grayed out clicking on the reports does not do anything. 

Symptom

Administrator can see and run the reports just fine.
