IT37874: USER'S PASSWORD CHANGE SHOULD BE INDEPENDENT FROM USER'S ROLE

Error description

• From IBM Spectrum Protect Plus UI, Accounts > User > select User
  > Change Password
  
  While using the "Change Password" form, the UI always checks the
  role permissions, so for some users it is not possible to change
  the password.

Local fix

• Add "Role" view permissions to the user's assigned role and
  "Account > Role > All" to the user's resource group.
