PH38510: UI LOGIN FAILED WITH 'CONNECT ECONNREFUSED' ERROR

APAR status

• Closed as program error.

Error description

• Connect ECONNREFUSED 9.30.128.37:27001 when trying to log in
  to Watson Machine Learning for z/OS User Interface
  

Local fix

• Have a local customized java.security file and make sure the
  provider list has IBMJCE on the top of the provider sequence.
  Then set up the environment variable IBM_JAVA_OPTIONS pointing
  to the local customized java.security file.

  This problem occurs when IBM Watson Machine Learning for z/OS
  base is configured and started on a Z LPAR where it has crypto
  express adapter card enabled and configured. At the same time,
  the search order of cryptography package providers which
  exploit hardware cryptograph such as IBMJCECCA is higher than
  the standard Java Cryptography Extension (JCE) provider in the
  JDK java.security file.
  

Problem conclusion

• The connect ECONNREFUSED error is fixed in the Watson Machine
  Learning for z/OS core services component by specifying the
  supported cryptography package provider to the Java interface.
  After this PTF is applied, restart Waton Machine Learning for
  z/OS core services for the fix to take effect.
