Problem
Diagnostics results for Applications and Friends in IBM Engineering Lifecycle Management (ELM) applications show the message 'the discovery resource at https: //server/app/rootservices for “/app" does not appear to be valid RDF'.
Symptom
You see the error message (the example is for an rm application):

You see the following message in application log for the application for which you are running diagnostics:
