Cognos Analytics - Fix Blank Diagnostic Logging Panel

When navigating to Manage > Configuration > Diagnostic logging the Diagnostic logging panel is blank, you can use the following technique to reset the panel so that it is visible again. The blank panel can occur due to some corruption through an uploaded topic.
