Why do all other FSHs in an MPGW bounce states when one FSH is disabled?

Question

We have multiple Front Side Handlers (FSH) associated with one Multi-Protocol Gateway (MPGW). When one of the FSHs is disabled for administration purpose, the states of all the other FSHs transit to down and then up again, which is causing an outage and loss of in-flight transaction for a short span of time. Is this a product defect of DataPower?
