Cannot upload files to IBM Cases in CSP - error refused to connect

Question

While working on Cases with IBM Support team, the platform does not allow to upload files to the Case.
https://www.ibm.com/mysupport/s/my-cases
The error received is:
login.ibm.com refused to connect
