PK89739: ALLOW DB2 CHANGE ACCUM USER TO PRE-ALLOCATE SORT FILES

Error description

• This enhancement will allow a user to pre-allocate sort files in
  DB2 Change Accum.
  
  Currently if the user pre-allocates the sort files, the dynamic
  allocation will fail and the step will abort. This change adds
  code to see if one or both of the sort files are already
  allocated before trying to allocate them. If they are already
  there, it makes no attempt to allocate or de-allocate them.
