Service Manager failure in z/OS after the update of Host On-Demand from Base version 14.0.0.0 to later versions of Fix/Refresh Packs

Problem

After an update of IBM Host On-demand version 14.0.0.0 to any latest Fix Pack or Refresh Pack version of in z/OS, the Service Manager fails to start and shows the error, FSUM7729.
