APAR status

• Closed as program error.

Error description

• When 'Non-DB2 Loadlibs' are specified on the Setup panel, those
  loadlibs should be included in the STEPLIB DDs of the generated
  JCL. These loadlibs may be missing from all or some of the
  generated steps.
  

Local fix

• Manually add the required loadlibs to the steplibs in the
  generated JCL.
