Problem
The CPU allocation in IBM® Cloud Pak System does not honor the CPU ratio completely as expected in few corner cases.
This problem is observed in IBM® Cloud Pak System 2.3.0.1 and later.
In the IBM® Cloud Pak System appliance of Intel models, IBM® Cloud Pak System might not be able to deploy virtual machines that utilize all physical CPU cores on a compute node. Some part of the CPU cores are being in an idle state due to some technical implications.
