REST service cannot start because "HTTP listen port :8543 is occupied"

Problem

REST service cannot start.

Symptom

Log file $EGO_TOP/kernel/log/wsm.log.<host-name> shows the port occupied error, but actually the port is not used as 'netstat -nap' indicates.
# grep ERROR wsm.log.<host-name>
2021-01-05 09:56:41.431 EST ERROR [23703:140404753942336] HTTP listen port :8543 is occupied, please clean up this port or change Liberty port setting. Exiting WSM.
# netstat -nap | grep 8543
#
