  instruction is detected in one of the internal COBOL error
  message handling objects.

Problem summary

• USERS AFFECTED:
  Clients debugging COBOL applicatioins via dbx and using
  instruction tracing commands may be affected by this issue.
  
  PROBLEM DESCRIPTION:
  The tracing commands in dbx revealed a section within the COBOL
  runtime that may cauase the debugger to trace in a loop
