"IBM Cognos TM1" service is started but TM1 Web is not responding - This page can't be displayed (HTTP 404) - No java.exe listens on port 9510

Problem

"IBM Cognos TM1" service is started but is not responding:
Error: "This page can't be displayed" (HTTP 404)
In Resmon.exe, in "Listening ports", there is no process listening on port 9510.
In Task Manager there is no "\tm1_64\jre\bin\java.exe" process running.
