Error description

• After performing an AdminCenter operation the state of
  servers is not updated even though the operation
  successfully completes. The following error is in the logs:
  'wss://LIBERTYURL:PORT/ibm/api/collective/notify' failed:
  Error during WebSocket handshake: Unexpected response code:
  404

  After performing an AdminCenter operation the state of servers
  is not updated even though the operation successfully completes.
  The following error is in the logs:
  'wss://LIBERTYURL:PORT/ibm/api/collective/notify' failed: Error
  during WebSocket handshake: Unexpected response code: 404
  

Problem conclusion

• A NullPointerException in the WebSockets/CDI integration code
  was preventing the AdminCenter GUI from updating. New code was
  added to handle this null and the AdminCenter updates as
  expected.
  
  The fix for this APAR is currently targeted for inclusion in fix
  pack 21.0.0.2  Please refer to the Recommended Updates page for
