Problem
If you cannot unlock IP address to re-use it again, since it’s listed as used by Unknown virtual machine as listed below:
Symptom

Cause
When a virtual machine is removed from PowerVC management, the virtual machine itself is not affected. However, assigned IP addresses for the virtual machine will be locked in the IP address pool, and must be manually unlocked from the Network > IP Addresses page.

What you could do, is to engage IBM PowerVC Software Support for further assistance.
