SKLM: createDBRepos.py fails with  CWWIM4521E The 'DB2 SQL Error: SQLCODE=-601, SQLSTATE=42710

Problem

When trying to create a new database repository for SKLM / LDAP integration the createDBRepos.py script used to create the initial database repository fails with
 CWWIM4521E The 'DB2 SQL Error: SQLCODE=-601, SQLSTATE=42710
The below is sampled against SKLM 4.0 but can be seen under any version.
