IBM ELM applications not responding when configured as a Windows service

Troubleshooting


Problem

Attempts to configure IBM Engineering Lifecycle Management (ELM) to run as a Windows service results in applications not responding.

Symptom

After register IBM Engineering Lifecycle Management (ELM) as a Windows service it is visible and can be started and stopped but the application itself does not respond.
Liberty server admin page is accessible.
