Problem
IBM SPSS Collaboration and Deployment Services (C&DS) Installation Manager installer cannot establish the connection to DB2 11.5 as a repository database when SSL is configured.
Symptom
There will be a message indicating an error with the failed connection to SSL enabled DB2 11.5 database as noted below.
Server chose TLSv1.1, but that protocol version is not enabled or not supported by the client
