Why are my BPEL templates in a stopped state after application deployment?

Problem

After you uninstall and reinstall an SCA application for Business Automation Workflow, you find that the BPEL templates are in a stopped state.
The installation completed without any errors. The templates can be started but you have concerns whether the updates to the templates are applied.

Symptom

When you view the template information in the BPC Explorer, you might notice that the creation date is older than expected. To see the creation date for a template, click on the template in the list to see the detailed view for a template. The creation date should match with the deployment time.
