PH32446: ONLY GENERATE LISTPARTS FOR TABLE SPACES AT THE PART LEVEL, NOT ALL LEVEL

Error description

• UI72002 introduced the option for Automation Tool to generate
  LISTPARTS for a partitioned table space with NPIs to avoid
  multiple INCLUDE statements, therefore avoiding multiple
  REORGs of the NPI.
  This epic will add support to exclude table spaces at the ALL
  level from being generated in a LISTDEF with LISTPARTS.
  LISTPARTS should only be generated for table spaces that are
  generated at the PART level.
