What are the steps to debug if all the APM agents show offline on the APM server?

Problem

All the APM agents show offline on the APM server.   Restarting the APM Services does not help.

Symptom

Missing database partitions does not cause all APM agents to show up as offline in the APM UI.   When there are missing database partitions, the agents are still sending data to the APM server so the agents are still marked online and you do not see the message "Agent is offline" in the APM UI.   Instead, if there are missing partitions in the WAREHOUS database, then you will see the message "No data available" in the APM console dashboard for all the agent widgets that display resource monitoring data.
