Error description

• ABENDS0C1 in QMR9CLEA on SYNC request after unsuccessful UNLOAD
  request to IMS happens because IQCQMR5E (IMS V14) or IQCQMR5F
  (IMSV15) has not been loaded for one of the following reasons:
    - The load module has been removed from SIQCLINK.
    - Error converting TTR of the load module (ex. An IMS CTL job
      opened the SIQCLINK data set with DISP=SHR, and another job
      updates the data set causing the extents in the data set to
      increase.)

  * RECOMMENDATION: Apply the maintenance for this APAR.         *

  If the loading of a module that depends on the QCF batch
  function fails in the IMS control region, the QCF batch
  requester interrupts the processing as error processing and
  performs termination processing in the IMS control region.
  However, QCF has the following problems on each function.
  - UNLOAD
    The module is called even though the module is not loaded.
  - UNLOAD, BROWSE, QUERY or Action for waiting task
    When the INCLUDE/EXCLUDE option is specified, The load
    failure is ignored and normal processing is continued.
  - RECOVER QT=COLD
    The SYNC request at the end of processing is skipped.
  

Problem conclusion

• QCF has been changed to to handle load failure without ABEND in
  the IMS control region.
