Troubleshooting
Problem
The Mobile service under the Cognos® services section of the Cognos® configuration is configured to be "True". Mobile service appears "partially available" or "unavailable" when viewed from the Scorecard pane in Cognos® administration console.
Symptom
In the "System" section of the "Status" tab in Cognos® Administration console, the Cognos® system is shown to be in "Partially available state"

Further expansion of the system reveals that the mobile service is in a "Partially available" or "unavailable" state

However, the Mobile service is set to "True" in the list of services in Cognos® configuration
