Netcool WebGUI will support the use of Websphere 9.x beginning with 8.1 FP20. However only the WebGUI 8.1FP20 package for NOI will allow a direct installation. Here is a high level description on how to create a fresh standalone WebGUI 8.1 FP20 installation.
