Error description

• * Pre- and Post process utilities to capture the utility, the
  options, the objects, the return code, the elapsed, etc. and
    put the info in some history tables for browsing purposes (and
    automatically trim old info).  Some of this is already
    captured for restart purposes.
    Predict utility elapsed time via these history tables
  * Possible RE z/OS requirement as well
  * Get requirements from RE z/OS
  * Interface is a VIEW
  * Auto delete data after time or max number of rows
