PI36986: LOAD RESUME AGAINST A PBG TABLESPACE CAN FAIL WITH SQLCODE100 RC8

Error description

• LOAD RESUME against a PBG tablespace can fail with SQLCODE100
  RC8.
  This can occur when the LOAD to the "shadow" PBG grows a new
  partition, but the new partition is not materialized on the
  original PBG before the rename occurs at the end of the LOAD
  process.
