• Closed as program error.

Error description

• If a Load utility SYSIN DD is allocated to a PDS, and
  two jobs attempt to use the same PDS at the same time,
  the second job receives error:
  IKJ56241I DATA SET dsname NOT ALLOCATED+
  IKJ56241I DATA SET IS ALLOCATED TO ANOTHER JOB OR USER
  This APAR will correct the allocation disposition to
  allow the SYSIN PDS to be used by multiple jobs.
