USRVOL is passed to FABZMAIN REXX clist when DBREPAIR product is used. But for ISPTABL allocation, USRVOL is not used as part of allocation.

Problem conclusion
The allocation of IMSIDs now uses the USERVOL value passed on the invocation of DBRF. 110Y 120Y FABZMAIN
