Error description

• This APAR will address the following issues:
  - User selects Sysplex Manager menu option 8, then option 1,
    which results in a ILRM STAT call. After this, no work is
    dispatched and the system appears to be locked.
  - IMSAOM - OM RQCR TCB ABEND S0D3, MODULE=OM24SOUT, THD=RQCR
    followed by a number of GJE0430E messages
    GJE0430E IXCMSGO  FAILED RC= 00000008, RSN= 00000008
  - IMSAOM - OM RQCR TCB ABEND S0D3, MODULE=BPEUXCL0, THD=RQCR
  - COMPID=SC1C5, ISSUER=IEAVTMTD,MEMTERM 0F9-00000000 ASID=0341
    JOBNAME=IMSAOM
    IMSAOM address spaces then failing with storage related
    abends.
  - SM DC or UI server ABENDU0020 RSN23 during initialization
    MSGBPE0006I SMDC TSAF TCB ABEND U0020-00000023 DIAG=1004000104
  MSGBPE0006I MODULE ID = GJEDISAF+20080421+ EP = 23EE4D38

  Code was changed to fix above problems:
  - Correctly initialize ECB before request IRLM STATS
  - Use different ECB to avoid BPE double POST problem
  - Correctly handle BPE token for input and output OM exits
  - Changed the way date format is checked
