Error description
High Performance Load issues message HPSR0030I RAP ASSIGNED OUT OF PHYSICAL SEQUENCE even after running PSSR. This problem in PSSR occurs if all the following conditions are satisfied: -PSSR is running under non-IMS environment (using FABSPSSR procedure. -Segment edit/compression exit is defined to the root segment. -DECN is specified in the HSSR step.
Local fix
The workaround for this problem is to invoke with FABSPSSI procedure. The FABSPSSI is a procedure that runs under IMS environment.

Therefore, PSSR sorts the unloaded records out of physical sequence.
Problem conclusion
