Jazz Team Serverでユーザー登録・保存しようとすると、エラーが発生し登録・保存に失敗する

Problem

Jazz® Team Serverアプリケーションで、ユーザー登録・保存に失敗する。
その結果、ユーザー情報がユーザー・レジストリに登録されない。
また、エラーが発生したユーザーで、アプリケーションにログインできない。
この問題は、ある時点から発生し、それ以降ユーザー登録・保存に失敗し続ける。

Symptom

ユーザー登録・保存が失敗し、エラーメッセージとして、ID CRJAZ2419E　および、CRJAZZ2952Eが出力される。

JTSアプリケーション以外でユーザー登録・保存を行った場合のエラーメッセージ

jts.logに以下のようなERRORが表示される。 
  /jts/service/com.ibm.team.repository.service.internal.IExternalUserRegistryRestService/addExternalUser] ERROR .internal.userregistry.liberty.LibertyConfigHelper  - Liberty config file update timed out waiting for user creation  /jts/service/com.ibm.team.repository.service.internal.IAdminRestService/contributor] ERROR .internal.userregistry.liberty.LibertyConfigHelper  - Liberty config file update timed out waiting for user creation
