Environment: WebSphere Application Server 9.0.5.3, DASH 3.1.3.7, WebGUI 8.1.0.19; DASH/WebGUI configured in HA.

While trying to create filters or views the following error message is being displayed:

"The configuration database is unavailable so you can only view configuration data. You cannot save any changes that you make"
