Troubleshooting
Problem
In a new Cognos Analytics 11.1.7 installation configured to use an empty Content store using the default host and port settings in Cognos Configuration and Anonymous access enabled, the Cognos service starts up successfully, no error messages in cogaudit.log but accessing the environment in a web browser using the dispatcher URL fails with the following error message:
AAA-SYS-0002 The service cannot process the request because it has not been initialized
