Applying Db2 V11.5 Fix Pack for Windows fails with 'Error applying transforms.' in any language other than English

Troubleshooting


Problem

When applying Db2 V11.5 fix pack for Windows to an existing Db2 Copy, it fails with:  "Error applying transforms. Verify that the specified transform paths are valid."
Error Applying Transforms
There is no problem if the fix pack was installed as a new copy. (When [Install New] is selected in DB2 Setup Launchpad.)

Symptom

The Install log is very short, and contains something like this:
DEBUG: Error 2254:  Database:  Transform: Cannot update row that doesn't exist. Table: Property
1: 2254 2:  3: Property 
Error applying transforms. Verify that the specified transform paths are valid.

By default, Install log is created under the install users’s %USERPROFILE%\documents\DB2LOG folder, with file name DB2-ProductAbbreviation-DateTime.log.

eg. C:\Users\Administrator\Documents\DB2LOG\DB2-SERVER-Tue Aug 04 19_08_12 2020.log
