PH28125: ADD IMS-DIRECT SUPPORT FOR BMC IMS DATA PACKER COMPRESSION EXIT

Error description

• Certain IMS inconsistencies can cause ODL (MDS) to go into a
  loop, resulting in an S0C4 during an INIT call to Data Packer
  creating a serialization issue due to  serialization lock
  held.
  Functionality is being added to build out the compression exit
  environment so that IMS Data Packer is able to discover the
  DBD and segment name from the compression exit environment.
