Problem conclusion

• It is possible for PPRC pairs to transition from suspended to
  MTIR and also from MTIR to a different state, such as duplex
  pending.  Currently, the system does not generate an IEA494I
  message when there is a transition to MTIR state.  In addition,
  the system will now not surface an IEA494I message when there is
  a transition from MTIR state to NULL.
