XML-Mgmt set-file with large file fails with Access Denied

Troubleshooting

Problem

Uploading a large file via XML-Mgmt using dp:set-file fails with 'Access Denied' despite correct username and password with required privileges.  This can be commonly seen while trying to upload firmware images via dp:set-file.

Symptom

Review system or default-log for a webgui error after sending the XML-Mgmt request:
[0x80e003aa][webgui][error] xmlfirewall(map): tid(1234)[request] gtid(abcd1234): document size limit of 550000000 bytes exceeded, aborting
