Need to remove tilde character from SiteMinder BadURLChars list for Cognos Analytics versions prior to 11.1.6

Problem

In versions prior to 11.1.6, certain URLs in the Data Module tool use the tilde character. For example:
http://host/ibmcognos/bi/ca-modeller/commonAsyncShared~diagram~normalization~queryFlow~sourceSelection.js 
This causes a conflict with SiteMinder as the tilde character is listed as a BadURLChar by default. As of 11.1.2, changes were made to improve URL encoding to aid with the SiteMinder configuration (see APAR PH06216), but not all URLs were affected.
In 11.1.6, the tilde character is no longer used in the Data Module URLs. For example, the URL above uses underscores instead:
http://host/ibmcognos/bi/ca-modeller/commonAsyncShared__normalization__queryFlow.js
