Error description

SIP container projects are exported as bundles causing them
to be loaded on to the run time and possibly cause an order
dependency.

SIP(Session Initiation Protocol ) container projects are
exported as bundles causing them to be loaded on to the run time
and possibly cause an order dependency.

Problem conclusion

The problem was fixed by changing the way the SIP projects were
being exported. Now instead of being exported as bundles they
are exported as jars which should prevent any possible order
dependency.

The fix for this APAR is currently targeted for inclusion in fix
pack 17.0.0.1.  Please refer to the Recommended Updates page for
