• ISTMGCEH recovery from an ABEND0C1 caused CVT overlay.

  This problem may be described as follows:
     1. ESTAE CEHESTAE routine in ISTMGCEH received control
         to process the ABEND0C1 in ISTMGCEH.
     2. It was trying to write the ABND trace record in the VTAM
         internal trace table. But VTAM internal traces was not
         active and there was no VTAM internal trace table. It
         picked CVT address from low core X'10'. It overlayed
         CVT causing problems to MVS.
  

Problem conclusion

• ISTMGCEH has been changed to check for active VTAM
  internal trace before writing ABND trace record.
