Getting Non-IDM error when adding libraries in IBM FileNet IDM Desktop Configure

Problem

When adding a IBM FileNet Image Services library via IDM Configure, the following error may occur: Number: 80070800 Native Code: c0000005 Object: IDM exception (IDMObjects.Neighborhood.3.3 {5B43C882-8593-11D0-A365-0020AF6B2645}) Interface: {2CF2AAC2-AA9E-11D0-A365-0020AF6B2645} Reinstalling FileNet IDM Desktop does not resolve the issue.
