DBRC API does not free the DSPESTAE storage and every STARTDBRC
command is being executed will allocate new DSPESTAE storage
block. This leads to a memory leakage.

As for the solution to this problem, we need to free the
DSPESTAE storage when STOPDBRC command gets called.
