What is the difference between using the INGHIST and INGINFO commands?

Both commands provide workitem history, but...
With LOGSTREAM=YES in the HSAPRMxx member, you can use the INGHIST (INGRYHIX routine) command that basically examines the passed parameters and either displays the workitem history as recorded by the automation manager and stored in the system logger, or displays the messages that are written to the system logger within a given time period.
The INGINFO command display details about a particular group or resource from the AM point of view, you also don't need to configure the System Logger in order to obtain INGINFO history of requests issued against a resource. You have the option of adding the NOHIST sub-parameter if you only wish to see information (relationship, attributes, variables, requests, votes, triggers) relating to the resource or group.
INGINFO (and INGLKUP) obtains its information from the AM, that internally stores 16 MB worth of history information. When the 16 MB of history is used up then the oldest records are thrown away. Works similar to a GDG.
