Problem
This technote identifies an issue that can occur in IBM Rational ClearQuest. Using the API method BuildFilter to check for empty fields may not return expected result sets.
Symptom
Unexpected result sets return when you use these filters to check if a field contains a value:
operator.BuildFilter "test_field", AD_COMP_OP_EQ, ""
OR
operator.BuildFilter "test_field", AD_COMP_OP_NEQ, ""
