  When a CEEDUMP is generated, the 'Local Variables' or
  'Variables Map' sections for COBOL may be incomplete or missing
  due to storage corruptions (which had caused the CEEDUMP to be
  generated in the first place), and various other reasons.
  Diagnostic messages are needed to indicate the situation and
  help troubleshooting the cause.
