APAR status

• Closed as program error.

Error description

• When using the IBM Rational Clearcase File Service (CCFS) as the
  interoperability solution to access Unix-hosted VOBS from
  Windows, an attempt to open a port that:
  1)  is in TIME_WAIT state as the result of a in-progress
  connection termination;
  2)  another process has opened for exclusive access
  
  Will result in a "Permission denied" error. This is a
  Windows-specific behavior. In a Unix environment, those
  conditions will cause an "Address already in use" error, and the
  ccfs code will simply move to the next port and try again.
  

Local fix

• The current workaround is to not use CCFS.
