Error description
When using the IBM Rational Clearcase File Service (CCFS) as the interoperability solution to access Unix-hosted VOBS from Windows, an attempt to open a port that: 1) is in TIME_WAIT state as the result of a in-progress connection termination; 2) another process has opened for exclusive access Will result in a "Permission denied" error. This is a Windows-specific behavior. In a Unix environment, those conditions will cause an "Address already in use" error, and the ccfs code will simply move to the next port and try again.
Local fix
The current workaround is to not use CCFS.

Problem conclusion
